MS-SQL Server has an option to import data from different file format, for this you have to use Bulk Query Command with the help of this you could import data from file. In case of exporting data in file, you have to select 'Result to File'  option from sql toolbar.

According to your problem, I think you should use a third party tool because of they provides a flexibility to change file format. In case if you want to use a third party tool, you should use MindStick DataConverter. It is free charge tool so you can easily download and use it.
