Conflicts with versions of dtd using openapi

im facing a problem when i generate dcrs using openapi

It seems i automatically appends declaration for dcr5.0.dtd but my teamsite console appends dcr4.5.dtd. this is affecting my tpl file, it seems it cannot read the values for the items on dcrs using v.5.0.

any idea why is this happening? where can i configure my openapi to use version 4.5? or teamsite, to use version 5.0?
