Is there a way to narrow programmatic searches by partition? SearchSettings objects only allow applications to filter on field names. (Using System 9.5.1)

When you perform a search you're specifying the Library and Catalog. This will search the specified catalog in each partition in the library. The only way to limit the search to a given partition or set of partitions is to define a library that contains your required subset of partitions to search.
