iwodauthorize met REQUEST_DENIED

I was use iwodauthorize to add od-user, command like this:
>iwodauthorize -r add od-user Ian
but fail:
** ERROR: Failed performing OD security function.
Message: REQUEST_DENIED

OD version? Are you an admin? Is this on windows or Unix?
Either case you should be logged on as od-admin to grant access.
