Can't Publish a Web Service - Web Service Activator WSE3.0 is not properly installed

Hi,
We are trying to publish a web service using Metastorm web service activator. However, we are getting the following error: WSE 3.0 is not properly installed.

What version of visual studio are you using?

We are using Visual Studio 2005 and 2008. Is there any relation between the error and the version of the visual studio?
