Content Server running on IIS can't use Restfull API services with Appworks?

Do I have to switch to Tomcat to make use of the restfull API services?
Maybe there is an other of using web services?

Background: My customer runs the content server on the IIS as web- and application server.
He also runs a CRM platform.
Everytime when he creates an new customer project in the CRM application, then in Content Server should be created a new folder structure based on a template.
What would the call look like and how the Content Server must be configured to recognize the call?

The CS REST API is implemented in OScript on the and does not depend on the web server. It is available right after the installation on CS 10.5. If you have CS 10.0, install the Update 13 or newer and install the REST API module you'll find in the staging directory. I recommend you applying at least the CS Update 2014.09 or newer not to run into already fixed bugs.

Have a look at the CS REST API Quick Start Guide to how to use the API. You can use POST /nodes to create folder named "MyFolder" in the Enterprise Workspace like this:

POST /otcs/cs/api/v1/nodes
OTCSTicket: ...

body={type:0,parent_id:2000,name:"MyFolder"}

You may want to have a look at the OpenText "Extended ECM for SAP/Oracle" product, which does exactly what you need. The container created in the CS for the CRM object is called Business Workspace there.
