Batch OD licensing

TeamSite 6.7.1 server has OD 6.1.1 server and I have a bunch of 5.6 receivers along with 6.1.1 receivers. I tried running the batch license identification, but it failed on 5.6 receivers, but worked on 6.1.1. however, the document says it should work on 5.6 and above. Here's the error:
message: AGENT_RECEIVER_FAILED
Details: Target we are communicating with is incompatible
version on target is 5.6.0.1.0

Has anyone run into this before? I did have the conf file directly under conf.
