What's a sure fire way to tell if CSSDK is already installed on a TeamSite server?
I would be extremely surprised if you don't have it.
Check that:
a) you have /iwhome/cssdk Folder with cssdk.dll, couple cssdk jars, etc...
b) cssdkiface.jar (at least) is referenced in the iwhome/local/config/lib/content_center/reference/build.xml

CSSDK will be installed by default when you install TS. Questions comes whether it is enabled or not. Follow the steps mentioned by SCBorisB to check it is installed or not.
What is exact problem that you are facing in other words what is your concern exactly on CSSDK.
