User Group not get's updated in Workflow modeler

Hi,
I am using workflow modeler 1.0.0 with TeamSite 6.7.1.
I created a workflow model having two different review tasks, both having different groups ,saved it to teamsite and it was working fine. But after that i retrieved the workflow model from the teamsite to workflow modeler.Again i updated the user group for the review task but the new group is not getting updated in the config file generated.
Then i manually edit the config file to chnage the user group and finally user group got updated but when again i retive the workflow from teamsite, made some changes n then uploaded to teamsite. Then again it took the old groups for the Review task.

Could any one please help me to resolve this issue.

Yes i publish the workflow model. After again editing the workflow model, i saved it to teamsite nad then submit it to staging.
But i was not getting the updated user group in the review task.

So could you please tell me where i am wrong?

since you are submitting to Staging and not publishing. Make sure, you submit the default config.xml as well.

Defaul Config.xml is the file which contains group information
