Quark plug-in for MediaBin

Does Quark plug-in convert files both ways i.e. standard doc types to quark type and quark type to standard type? Most of the time, marketing agencies submit in quark format that needs to be converted to standard type for viewing (and proofing). Hence, Plug-in needs to have capabilities of conversion both ways.

somebody who has used the Quark Plugin for MediaBin, can you please help me understand if we can achieve this?
