My first hypothesis would be that it's a Vista security issue. I have two users who are using Vista without problems, but both are administrators on their machines. Are you a local administrator on the machine in question?

My account has administrator role. Do you have any workaround?

We are having the same error occur on some users too. Users are running Windows XP. This only occurs on some users. I've yet to discover any differences in the machine configurations. Any suggestions?

As a follow up:
We believe we discovered that the issue was with user permissions on her PC.
In our case, the dhtml editor would load after the user clicked on the error dialog box twice. However, the user was unable to navigate into the text area of the template to add content. We assumed that, perhaps due to the user's lack of permissions or administrative rights on the pc, the initial installation had been corrupted.
I was able to have our support center log onto this user’s machine with local administrative rights. The support center technician selectively deleted "Downloaded Program Files" via the IE Internet Options menus, leaving those we identified as non-related or necessary for other functionality. (I'm not sure if this step was part of our success.)
The support center employee then accessed a text area of a template which caused the dhtml editor to load. Once loaded correctly, the user was able to proceed with her work.
Perhaps this process will work for others.

The Visual Format editor version 5.1 is required for Vista & IE 7.
