WorkFlow Add Files Help!

Our site has the add files to existing jobs enabled for the submit job.However when a couple of files are attached to the existing job the status of the job transitions to the next phase ( from edit to content approval phase) without any actual human intervention. Please help us know why it happens and if there is a way to to prevent such a transition from happening.

There are two places where we can attach more files. One from the task window in the workflow tab . The other while submitting a new file and then attaching that file to an existing workflow job (in the start job screen/ submit job screen). The problem is happening in the second case and when the new file is attached to an existing workflow, the job is automatically transitioned to the next task(from the editior to approver).
