In Visual Formatter on click of Picture button a html code is pasted. Can any one tell me from which file this code is fetched ?

OOTB "Picture Property/Media File Selection" box is not HTML, I *think* it's one of Ektron X Controls.
Or perhaps you were thinking of the browser behind it?
