Is it possible to do XML parsing using FormApi.

I hv to populate some fields of my DCT from another DCR files.

Please suggest me.

With a vague question like this - the answer is equally vague - "yes" - though my guess is that if you are updating fields based on some other DCR you will have to use a callServer script (which runs server-side) so that you can access the other DCR. You could also do it using a cgi-callout script - same general concept - in either case the script would need to access the ScriptFrame of the DCT to make the changes.
