Shutting down teamsite leaves lots of fossils

When I stop_all TeamSite, a large number of events are written to iw-store/events/pendingevents, which seems reasonable. However, when iwserver comes back up, the events are still there. In fact, the dummytasks that were hanging around even though they had a timeout either in the past or with a 1 minute delay are still there.

What's the deal?
