Teamsite Templating "Data Capture Form" doesn't open in the step New Data Record. If it's existed file we can reach "Data Capture Form", after "Edit File".

Your post is a bit too terse to diagnose - so here are some questions that you should try to answer to help others help you...
What version of TeamSite and TeamSite Templating are you using?
What platform is your TeamSite server?
What platform is your client machine?
What version is your web browser?
Are you using Java-based or browser-based Templating?
What role are you logged into TeamSite as?
What branch/workarea are you in when you try to use File > New Data Record?
There will probably be other questions to follow - but the above will help refine the information that is still needed.

Someone else may be able to offer better insight here - but all I can suggest at this point is to make sure your IWHOME/local/config/templating.cfg file is correct and that the branch you are in has the category/data-type directory structure - including: datacapture.cfg, data/ and presentation/ directories
You might be able to get quicker results by contacting Interwoven Support or your local Interwoven consulting representative (problems like this tend to be difficult to diagnose and resolve via a forum like this)

Chk the DCT..it should be having an error in the code..chk the xml syntax..and chk the tpl thru.. iwxml_validate.ipl command.
If u r using browser based UI, then IE 6 gives a problem with templaing.

IE 6 works relatively well with Templating now. Without a view of what the error says, it's difficult to diagnose. From what you have said, I would guess the problem is either in your templating.cfg file, or perhaps you have an XML parse error on your DataCapture.cfg file.

For what it's worth, I don't think that IE6 is officially supported on any TeamSite (or TeamSite Templating) version...? Is it?

According to the compatibility matrix, TeamSite and TeamSite Templating 5.0.1 were tested on IE6.0 and are supported, except for the Admin UI.

I don't have the manuals or release notes handy right now - but I think the IE 6 support was added in one of the 5.0x SP's - so you might want to verify what level of SP you have on your server *and* double check the release notes for the SP.
