Which one should i be specifying? for a dcr

to deploy a dcr from one folder of a server to another folder of another
server? Which configuration files should i be working with, would it be odbase.xml, odrcv.xml?

I suggest you read the manuals (more? again?) - or take a training class - the two files you've indicated are server configuration files - which while they do play a part, are not the only pieces you need to work with.

The files you have mentioned are the config files used to configure server nodes allowed to deploy and receive and in most cases being updated by TS / OD admin people.

As per your query, you need to write your own xml config file to define your server nodes, target paths, permissions etc etc. The file needs to be referenced from your OD script.

From the manuals i have read, it appears that all the deployment are done
through the user interface of OD, am i correct? or is their also a way to do it through the command line with OD commands?

Read the manuals again then - look for the term iwodcmd
