When trying to watermark any asset (pdf/image) etc - please advise, thanks!

Requirement: enable end users to download assets as-is, just add a watermark!

The Digimarc primitive requires that the necessary parameters are all set up. I would suggest opening a support case and giving them the exact files in question along with other details of how you have Digimarc configured.
