Where do you want to deploy the EAs? If it is TS to TS then OD will do that for you. If you want TS to DB then it needs to be OD and DD.

DD needs it's own config file - but it can be referenced from the OD config file either via the dbLoader element or through a DNR script - I suggest you spend some [more?] time reading the manuals and searching through DevNet.
