DataDeploy and UTF-8

I am deploying EAs using DataDeploy 5.5 The extended attributes contain French characters and my script converts strings to ASCII before writing to metadata. DataDeploy migrates those metadata to Oracle database, and the French characters get lost.
Is it trying to convert them to UTF-8? When does the loss happen? Is is DataDeploy or Oracle which mutilates the characters?

When DataDeploy retrieves the metadata it would be in Unicode, irrespective of the source encoding. What's the locale/language/encoding of the ORacle database you are deploying to?

The database is not set to UTF8. I guess this is the problem, and I should recreate the database.
