Define new JRules in a Segment

Hi,
I am using LiveSite and the optional Interwoven Targeting functionality
to provide a segment-specific navigation structure to my site.
When I create a new Segment, in the "Content Center Standard" appears a list of Rules for this new Segment.
How Is possible write a custom JRules?

I want that the users (only with a specific Referer="CUSTOMER" ) see a specific navigation.
