Creating users and accessing OD instance

Hi All,

Thanks in advance. I have following questions and any pointers would be greatly appreciated.

1. If i want to add an user to an OD base, should I be having the OD Admin installed?

2. I added the new server A (base) information on to the server B (Admin) and wanted to access the base. It is saying that I dont have the permission to access the base. What other information should be configured in order to access a new added server?
