Can anybody tell me how to create non-os users in teamsite 6.7.1 SP1?

Checkout Pg 8 Release Notes And Pg 123 of TS671SP1 Admin Guide .
Non-OS user functionality is only available from sciface, CSSDK, and the
ContentCenter Interfaces. There is no file system support for Non-OS users.
From the file system, all non-OS users appear as iwguser.
