I believe I found the answer in Support KB # 60319 the information is in the manual - just not in the same place as the discussion on iwutild / iwutild.cfg.

Basically - there's a different setting to use in iw.cfg:

[authentcation]
disable_ext_task_impersonation=true

I'm not sure if I still need the

impersonate_without_password

setting, but I'll play with that later.
