Update file_encoding.cfg for chinese characters

Hi,
I am uploading include html files to the teamsite server . These include html files doesn't have the META HTTP-EQUIV="Content-Type" Content="text/html; charset=Big5"
I want to update file_encoding.cfg file for configure chinese characters. So that if user click on these html files from teamsite UI they can able to see the chinese characters. Below is my configuration

xml version="1.0" encoding="UTF-8"
vpath_to_encoding_map
regex_map opt_case_insensitive=".*"
subst reg_vpath=".*" val_encoding="Big5"
regex_map
vpath_to_encoding_map

I want this configuration applicable for all branches So I am using .* But this is not working for me. Pages are displaying with Western European(IS0)encoding format.
Looking forward your help to fix this problem

"file_encoding.cfg" is actually a configuration to control the rendition encoding of the TS SourceDiff/Merge Java Applet. It has nothing
whatever to do to the encoding of HTML Files you preview.

You can perhaps code your own CGI or JSP/Servlet to *massage and show* your includes and then configure your Proxy server to
redirect *include Previews* to this custom CGI. You would have to provide more info to get better advise though

The often encountered issue with *includes* previewing is that they are HTML Fragments, not full Pages.

One of the mechanisms to deal with that is to create a custom CGI/Servlet that performs something like the following:
1. Get "Include File" Path through CGI Parameter
2. Encapsulate HTML Fragment into Full Page, including all desired Meta's, encoding, custom Scripting and whatnot
3. Serve the *massaged* Page back to the requesting Agent

Providing you've coded the CGI described above you can now configure the Proxy Server to redirect includes' requests
to your CGI/Servlet with the File Name formatted as your parameter and voila! Your Client will see what you want,
not what has been there originally.
