Changing the Default Security from Private to Public in Worksite Web 8.2

In WorkSite Web 8.2 when a user imports a document to the database (not a folder) the Default Security field automatically displays "private". I would like to know if it is possible to change the default security displayed in the field to "public".

I did work with an IWOV technician and I learned that it is possible to profile the document with document class security and after the document is profiled and saved I can view the properties of the document and the correct security will display but this is not entirely the resolution I was hoping for.

Any thoughts or ideas?
