Singleton DCT?

we plan to manage site wide configuration from teamsite one per each branch. i m exploring options to restrict users from creating more than one DCR. any suggestions/ OOB templating feature that lets me force DCT to be a singleton?

So you only wnat 1 named DCR ? That is easy, force the name (I use formapi for that).

Use a call server to verify the name does not exist, and if it does do not allow the same.

How paraniod do you want to be ? Someone can copy it to another name and then have 2, might you want to stop that as well ? Not quite as easy.
