TS 671 install error: invalid package

I get the following error while installing TeamSite 671 on a windows server;
InstallManager.install error - Invalid package!!! Module "tsupgrade" did not produce any installer during the build

this error occurs after the installer stops IIS.

any clues?

Is this a fresh install or a upgrade ?Are you logged in as windows Admin and
Is the Window Server EE 2003 /SP1 and not a Member Server in the AD(clarify) ? Make sure the installer file size /package is sound .

it is a fresh install, I am logged on with administrator rights (not with the admin user, would that be a problem?).

the installer package is the same as what i used on another server, so that is not the problem.
