Removing Smart Context Editor

I recently had a user ask me if he could remove the Smart Context Editor bar (that IS what it is called, right?) from his view of Teamsite. Is it possible to remove that bar on a user by user basis?

You can only disable SCE for different workareas and files, not for specific users. If your user works in her own workarea, you can disable SCE for that workarea. More information can be found in the TeamSite Administration Guide.

I'm not finding in the TeamSite admin guide how do disable or turn off the SCE for a workarea. I'd like to turn it off everywhere. Any ideas?
