Win32 Perl Module Installation problem

Hi,
While i am trying to manullay install perl module win32:aemon and win32:erms i am getting the bellow error,

I am using ActivePerl-5.8.8.820-MSWin32-x86-274739.msi
OS is Windows xp.

C:\Perl\bin>ppm install "C:\Perl\PermsModule\Win32-Perms.ppd"

ppm install failed: 501 Protocol scheme 'c' is not supported

C:\>

any compiler needed for this?

Do you have Cygwin installed on your machine?
