Disable default "Submit" Workflow?

Is there a way to disable the default "Submit" workflow? We are building all custom workflows and we do not want our end users having to select the proper flow. We're basically looking to create one "default" flow for each area.

by editing available_templates.cfg and removing it (or changing the branch restrictions so that it does not run on the branch you want)
