Getting all DCRs in a folder error dcr4.5.dtd

I have implemented a getAllDcrsByType method which works well on a sitepub/runtime implementation on Windows. I am attempting the implement the same java solution on Solaris and I am getting the following exception when I preview my component.

I cannot work out what the issue is.
