Problems in building toolkit with make_toolkit.ipl

When I am trying to build tool kit for customizing online help I am getting following error. The platform I am using is windows

Can any one suggest any possible reason for this

I do remember seeing something goofy with this. I think there is something on the support site if you search for createprocess. The problem had something to do with a difference of iwperl.exe vs iwperl in the command lines within the build.xml file. I think this was specific to windows 2000 though, but not sure.
