loading values from workflow.cfg file

I was going through solutions workflow - configurable_author_submit.wft

There is a section "Loading values from configuration file"
I could not understand what values are loaded from configuration file as configuration file only specifies whether attributes like metadata are to be captured in the workflow or not.

Secondly, how the configuration file is loaded that also I could not understand
To capture metadata do I just need to modify dafault values in configuration file or Do I have to explicitly load this configuration ?

I am confused with this. Pls help
