"Suggest" VS. "Suggest All"

Hey All,

I'm using the Next Gen Tagging UI, and I've hooked up a single project.
When I press the "Suggest" button nothing is returned.

However when I press the "Suggest All" button the value populates correctly in the field.

Is there a known issue about this?

Why would one way work and the other not?
