Is it possible to restrict insertion in IWDELTRACKER table using standalone datadeployment.

IWDELTRACKER is data deploy internal table. I don't think we have the control over this table. Please refer DD admin guide (OD 620 - P211)

Yes, there is, if you use path as a field in your tables.
