In Teamsite 6.5 and below versions the users and roles are defined by .uid files in the iw-home/conf/roles directory, that information is read and recorded in iw-home/conf/roles/tsusers.xml in the 6.7 release. If users and roles are defined in LDAP (rather than in .uid files) in the pre-6.7 release , that information is read and recorded in iw-home/conf/ roles/
tsldapuserscache. xml in the 6.7 release.
As part of the upgrade process you or the Isnstaller Copies the .uid roles files from the old server depending on whether its a fresh install or upgrade on a exiting Teamsite Install. It runs iwusermigrate on the new server to convert the .uid roles files to tsusers.xml (or to read and record the roles into tsldapuserscache.xml if roles are defined in LDAP).
Please note that starting with TeamSite 6.7.1 SP1, all LDAP user entries will
actually be created in the tsusers.xml file.

Also the Teamsite-6.7.x installer actually runs the iwusermigrate as par of the install process if you are upgrading on the same box with a lower teamsite version .
