Custom reports in ReportCenter

Hi everyone,
this is a general question regarding the ReportCenter's functionality.

If I wanted to create custom reports, is this possible with the software that is included in the ReportCenter license?
In the manual it says "Other reports may be created or modified using Crystal Studio" (p. 10) and "Use the Crystal Reports Studio product to [...] create, edit, or import reports".

Is this another product that has to be purchased in addition to ReportCenter and its included Crystal Reports Server XI license and three Crystal Reports designer (client) licenses?
