Not able to authenticate with Non OS users

I am using Teamsite 6.7.1 SP1. I want to authenticate with non OS users, i have followed the steps in C:\iw-home\conf\roles\examples\sample_extsrc.readme. I have created a user in
C:\iw-home\conf\roles\sample_extsrc.cfg file. and created the c:\iw-home/httpd/iw-bin/sample_extsrc.cgi.

I am trying to use the http://localhost/iw-bin/sample_extsrc.cgi?username=nithya&password=nithya

and getting the following as output

Sample Authentication CGI

NO
