web client download issue

Recently, there have been a couple times when no one can download via the web client. No error messages are generated, but the status window shows the progress bar stuck at 0%, Writing File, "in progress." Web client uploads still work fine, and Windows client uploads and downloads work fine. When we restart IIS, the downloads work fine again. Has anyone experienced this? Does anyone have ideas what the problem could be? We're using 4.6.1.

I will inform some of the local "experts" on this issue. IN the meantime, can you verify what version of the JRE you have installed? I believe some of the issues we have seen center around that variable.
