Notes version 8 - Help

I'm trying to install the Worksite MP Communication Service on a Domino
Server and it is version 8, all goes fine until I issue the load wcs command in the Domino Console window instead of 'Update the WCS Configuration' message I get a 'Failure to load Worksite Communication Service' - please help
