com.interwoven.ui.formspub.datacapture.InvalidDCTException: Invalid Element: tab cannot appear at this level.

You've incorrectly placed <tab> Tags in your DCT, perhaps they are not immediate root-container Sub-Tags, are nested etc

I took a look and am not sure what else to look for. Could you give me an example.

Note that it's available only with TS 6.7.1 and up. A data capture template, "press-release-with-tabs", should be included with
these TeamSite Versions install to illustrate Tabs. See also KB 57964, KB 579666, etc...

That solves it. They haven't done the upgrade yet. We're still on 6.5. Waited almost two months for it, maybe next week.
