TPL permissions

Can someone validate the following for me:

I wanted to restrict access to a TPL presentation folder but when I give the group read-only access, they cannot preview any pages. The only way they can preview is to have Full Control folder permissions.

So is that the case, that you have to give the group Full Control permissions in order to allow them to preview a page?
