How to display mode EDIT of 1 portlet with window state NORMAL

Hello,

The default window state for mode EDIT and CONFIG of 1 portlet is MAXIMIZE

I wonder how to change it in mode NORMAL and there is any impact if I display mode EDIT with window state NORMAL?
