The processing instruction target matching "[xX][mM][lL]" is not allowed.

When I try to open up a DCT form, I get the below error:

Root cause:
Couldn't parse DCT bytes into DOM [datacapture.dct_parse.error.msg ]:The processing instruction target matching "[xX][mM][lL]" is not allowed.

com.interwoven.ui.formspub.datacapture.DCRPredicate$ReadDCTException: Couldn't parse DCT bytes into DOM [datacapture.dct_parse.error.msg ]:The processing instruction target matching "[xX][mM][lL]" is not allowed.

This happens intermittently and does not go away once i start getting them.
Used to work if i replace the DCT from a safe back; now even replacing the DCT from the same backup does not work.
