is there any API available in presentation template .tpl to perform update in DCR items, like form api?

Is it possible - yes.

Is it recommended - no. The PT is generally used to render the contents of the DCR after it has been saved, thus if the PT then modifies the DCR you get into a potentially endless loop in which it becomes unclear whether the generated output truly represents the saved data.

In answer to your first question - there is no formal API for doing this - however if you're writing your PTs in Perl you can utilize any number of XML parsing modules and write code that would traverse through your DCR to find and modify its contents.
