Is there any API can be used in the custom workflow to reset the owner of a locked content

We are using LockStatus. setLockOwner(), but looks like it is not working correctly.

After using this method, we did see the owner is changed, but when we go back to the VCM console and check the owner for the content item, it is still showing the old value.

I've never gotten it to work. it'll only set the lock owner to the user currently logged in.
