How to access the Vignette portlet language tab key values from a JSR 286 portlet

I have JSR 286 portlets. when accessed through vap console the jsr portlet shows a language tab. And we want use this feature for our business requirements to render content based on locale. The benefit is that the values can be changed as and when required with out a restart from the VAP console.

How ever it is not clear from the guides available as to how should one access these values from a JSR 286 portlet.

Please revert if you have come across such a scenario.
