If you have installed WFM, you can get it from this location:

\\WorkflowModeler-home\lib\cssdk\

Migrateduser

cssdksoap.jar does not come with the TeamSite 6.7.1 installation directory (iw-home/cssdk). You will need to download the workflow modeler, install it, and find that file in the workflow modeler's lib directory.
