How to add new locale

I have added new Local (German) to the system but it isn’t working until I set it to default locale via administration console.

Setting the language parameter in IE tool’s option also not working.

Set the user preferred locale value using the following method

I18nUtils.setUserLocale(), somewhere in page pre-display action.
